Lakewood Building Energy Benchmarking

Lakewood requires owners of commercial, multifamily, and public buildings 10,000 sq ft and larger to report a year of whole-building energy use through ENERGY STAR Portfolio Manager. No upgrades are required at this stage.

Covers
Commercial, multifamily, and public buildings 10,000 sq ft and larger in Lakewood
First deadline
December 31, 2026 (2025 data)
Annual deadline
June 1 each year, starting 2027
Penalty
$2,000 per building, per reporting period

Quick facts

Lakewood’s program requires covered buildings to benchmark every year using ENERGY STAR Portfolio Manager and submit the report through the Lakewood Building Reporting Portal. Third-party data verification is not required right now, but the city runs quality checks and random audits. Buildings that also report to the state under Building Performance Colorado generally follow the state schedule. Send us the address and we will confirm which path your building is on.

Deadlines

  • First report (calendar year 2025 data): December 31, 2026
  • Annual report (previous calendar year, January to December): June 1, starting in 2027
  • Extension, adjustment, or exemption request: at least 60 days before the deadline, through the reporting portal
  • Covered Buildings List: finalized and public by March 1 each year
  • Records requested by the city: provide within 14 days

Covered buildings

  • Commercial, multifamily, and public buildings with 10,000 sq ft or more of gross floor area, located in Lakewood
  • Gross floor area includes attached and underground parking; surface lots, standalone garages, and unheated, uncooled storage are excluded
  • Exempt: single-family homes, duplexes and triplexes, and demolished buildings
  • Buildings 50,000 sq ft and larger that the state covers follow the state schedule (see below)

How to report

  1. Create or update the building profile in Portfolio Manager, using the Lakewood Colorado Building ID (LCO-BID).
  2. Enter all use types and their gross floor area.
  3. Connect whole-building electric and gas data for the full previous calendar year, ideally through automatic utility uploads.
  4. Share the property, read-only, with the city’s designated Portfolio Manager account.
  5. Run the Data Quality Checker and fix flagged errors.
  6. Register in the Lakewood Building Reporting Portal, claim your building, and submit the report.

Required fields include building ID, Portfolio Manager ID, name, address, gross floor area, property type, year built, occupancy, and monthly electricity (kWh) and natural gas (therms), plus any propane, diesel, other fuels, or onsite renewable generation.

Coordination with the state program

  • If your building is covered by Building Performance Colorado, you only need to follow the state’s reporting schedule and deadlines.
  • A building of 50,000 sq ft or more that the state does not cover must still meet every Lakewood requirement.
  • Multifamily owners on Xcel Energy connect data through Portfolio Manager and the Xcel benchmarking portal, then submit to the city.
  • Campuses (master-metered, shared-function properties) may report together after city approval.

Extensions, adjustments, and exemptions

TypeExamples
One-time extensionUtility or tenant data you cannot obtain despite documented good-faith requests; change of ownership; major catastrophic event
Permanent exemptionCondominium-style buildings with no shared HVAC or water heating; single-family, duplex, triplex; demolition permit; change of use; standalone parking or storage without heating and cooling
One-year exemptionNo certificate of occupancy for all 12 months; occupancy under 30% or major renovation; qualifying financial hardship (tax lien, receivership, deed in lieu, notice of default, low debt service coverage, bankruptcy)
Short-term exemptionManufacturing, agricultural, or industrial buildings where more than 50% of energy goes to process loads, with an energy efficiency plan; up to 3 years

Each request is reviewed case by case, needs supporting documents, and applies only to the year requested.

Notices and penalties

  • Missing, late, incomplete, or inaccurate reports can trigger a Notice of Violation sent by certified mail.
  • Correction window: 30 days from the notice (90 days for the 2026 cycle).
  • If still out of compliance, the civil penalty is $2,000 per building, per reporting period. Unpaid penalties can become a lien after 60 days.
  • The city may stay or waive its penalty if the state has already assessed one for the same period.
  • Owners can appeal a notice or penalty; an appeal by one co-owner applies to all owners.
