Compliance plans
Building performance ordinances are complex, and picking the projects that get you to compliance can be overwhelming. We put together a plan that avoids penalties, fits your timeline and budget, and lowers your building's carbon output.
What is a compliance plan?
Does your building need more time than the ordinance allows, or do you feel you cannot do any more to lower its energy use? Reaching the Energy Use Intensity (EUI) targets calculated in an energy assessment is a hard task to take on alone. We write a plan that meets the ordinance requirements, your timeline, and your budget, and we file it with the city or state.
Timeline extensions
Building performance ordinances allow timeline extensions for a range of reasons: end of system service life, major renovations, capacity constraints, steam loop systems, innovative efficiency solutions, Equity Priority status, and other case-by-case circumstances. If your building is eligible, a Level 2 assessment and a compliance plan document the longer path to a lower EUI.
Operations and maintenance program
Installing efficient equipment does not mean it is running optimally. Building staff need to be trained to properly operate and maintain it, and O&M documentation is required for timeline extensions. We prepare it.
Residential condo alternative compliance option
Because of their governing structures and limited financing options, residential condo buildings can be granted timeline extensions through their HOA. Financial status and the extra time needed determine whether a compliance plan can meet the energy reduction goals.
Target adjustments
Target adjustments let building owners request a modified performance target when the standard energy or emissions requirement is not technically or financially feasible for their building. Regulators review documented constraints and set an individualized target that still requires meaningful progress. Most adjustments require third-party data verification, an online application, benchmarking resubmission, and supporting documents.
Building type target
More than 70 building type targets were assigned based on 2022 benchmarking submittals. If your building has multiple use types, fine-tuning them can adjust your EUI target in your favor.
Standard adjustments
Many buildings qualify for standard target adjustments. Longer operating hours, heated pools, parking, data centers, EV charging stations, or more than three property types all count.
Adaptive reuse
Was your building previously a different building type, such as a multifamily building that used to be an office? Targets are adjusted by 17 EUI points for adaptive reuse.
Custom target adjustments
Historic and unique buildings, including aquariums, convention centers, ice rinks, indoor arenas, museums, transportation stations, and zoos, can apply for a custom target 30 percent below their baseline. Buildings that cannot find a viable way to meet their target can apply too. These require individualized plans and a Level 2 assessment, which we provide.
